England Hockey

TrioPlus has managed the capital investment fund for England Hockey since 2009. Capital funding via Sport England for the governing body's 4-year Whole Sport Plan was first awarded in 2008 and TrioPlus has assisted England Hockey in its management and control of public funds and helped drive the procurement of vital new and refurbished facilities for the sport.

A major challenge has been the necessity to ensure funding is fully spent each year to ensure full drawdown from Sport England. As part of its brief, TrioPlus has provided advice and guidance to organisations on procurement generally and helped the organisations through specific issues in order to keep projects on track within strict timescales.

During the intial 4-year period, 23 projects were completed with a total project cost value of over £13m, with England Hockey providing £2.3m of this by way of grant.

Our programme management contract was renewed when Sport England awarded England Hockey with £2m for 2013-2017.

Queen's Silver Jubilee Trust

QSJT had accumulated a substantial fund since 1977 and resolved in HM The Queen's diamond jubilee year to introduce a meaningful and cohesive grants programme. TrioPlus was asked to undertake advisory and development work for the Trust. We began by constructing a strategic/policy framework to enable the Trustees to determine their programme objectives and desired outcomes, which in turn helped us to devise and refine the most appropriate grant processes and documentation. These included application forms and guidance notes, eligibility and assessment criteria, process manual, performance measures, advice on resource requirements and grants management software, and methods to ensure accountability and value for money. The aim was to achieve maximum grant spend for minimum overhead.

Following delivery of the grants programme package, which was also replicated for use by the Prince of Wales's Charitable Foundation, QSJT Director Nicola Brentnall thanked us for our "insight, helpful advice, attention to detail and endless patience".

Sport England - Inspired Facilities Fund

The directors of TrioPlus joined a number of other experienced grants practitioners (many of them former colleagues) in forming a cohort of External Assessors appointed by Sport England to provide additional capacity at times of pressure on resources caused by increased volumes of Lottery applications. Our first commission was to undertake work on some 70+ applications to the Inspired Facilities Fund (second round). This entailed detailed evidence-based assessments using the Sport England template, seeking clarification with the applicants where necessary, moderation in discussion with Sport England officials, communication of the outcomes following decisions by the grants panel, and drafting of all award documentation or notification of unsuccessful bids (with reasons).

Sport England reported that their "Main Board signed off all recommendations without exception, and were very complimentary of our work. Feedback from applicants to phone calls and letters was really good."

Due Diligence Reviews

Bob Knowles, director of TrioPlus, undertook due diligence reviews relating to the potential endowment of two major trusts (£200m and £35m). These involved the critical appraisal of business and investment plans, trust structure and governance, risks and controls, and deliverability of charitable and programme objectives.

Our client told us, "The report is excellent; very comprehensive on the areas pertinent to you and a very easy read. I walked through it in under an hour and that's a record for a document in [this organisation]. You have set us an example of clear and open text. It is a very helpful piece of work and you are to be commended for it. Section 3 as a whole is a superb piece of deductive and comparative work which is great value for money on its own."
